Pursuant to paragraphs 702.22(1)(a) and 702.22(2)(a) of the Canadian Aviation Regulations and after taking into account that the authorization is in the public interest and is not likely to affect aviation safety, I hereby authorize Blackcomb Helicopters Ltd., Box 1241, Whistler, B.C., and their flight crew member to conduct a take-off, approach or landing in an aircraft within a built-up area of a city or town at a place other than an airport or a military aerodrome, and to operate a helicopter over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a).
Paragraph 702.22(1)(a) states that for the purposes of subsection 602.13(1) a person may conduct a take-off, approach or landing in an aircraft within a built-up area of a city or town at a place other than an airport or a military aerodrome, if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.
Paragraph 702.22(2)(a) states that for the purpose of paragraph 602.15(2)(a) a person may operate an aircraft over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a), if the person has an authorization from the Minister or is authorized to do so in an air operator certificate.
PURPOSE
The purpose of this authorization is to permit Blackcomb Helicopters Ltd., Box 1241, Whistler, B.C., to conduct take-offs and landings in an aircraft within a built-up area of a city or town and to operate a helicopter over a built-up area at altitudes and distances less than those specified in paragraph 602.14(2)(a).
APPLICATION
This authorization applies only to Blackcomb Helicopters Ltd., Box 1241, Whistler, B.C., when operating for the purpose of aerial photography for the motion picture production “Fantastic Four” within the City of Vancouver, B.C.
CONDITIONS
This authorization is subject to the following conditions:
- The operation shall take place on Sunday, October 22, 2006, between the hours of 07:30 and 18:00 Pacific Daylight Savings Time (PDST), depending on suitable weather conditions.
- Operations shall be conducted within the specified hours, under DAY VFR conditions, using an AS355 type helicopter.
- The site of the operation shall be the aerial work zone as depicted on the map submitted and held on file with Commercial and Business Aviation, Pacific Region; being the area immediately around the rooftop of the Metro Parkade at Pender Street and Thurlow Street, Vancouver, B.C., as outlined in white below, as follows:
- The pilot shall be Mr. Fred North, License No. CH177014.
- The aircraft shall at all times be flown along a flight path which, in case of an engine failure or other in-flight emergency necessitating an immediate landing, shall ensure a suitable (autorotational) landing site without endangering persons or property on the ground.
- The aircraft shall be flown in compliance within the “Height-Velocity” Diagram contained with the approved Aircraft Flight Manual.
- The aircraft shall conduct a power check immediately before commencing the operations, and the engines shall be at, or above, the manufacturers specifications.
- The aircraft indicated airspeed (IAS) shall be more than the safe single-engine speed (Vsse) when no suitable landing area is available.
- The aircraft shall be configured such that safe single engine fly away is assured at all times.
- The landing zone within the aerial work zone as under (c) above, shall be clearly marked, secured, free of, and access denied to all vehicular and pedestrian traffic.
- When exercising the privileges of this Authorization, the aerial work zone as under (c) above, shall be secured, free of, and access denied to all vehicular and pedestrian traffic not directly involved with the motion picture production.
- When exercising the privileges of this Authorization, all streets and public areas immediately surrounding and within the aerial work zone, shall be secured, free of, and access denied to all vehicular and pedestrian traffic.
- The transit route to and from the zone as under (c) above shall be flown in accordance with Canadian Aviation Regulation 602.14, Minimum Altitude and Distances.
- The approach and departure to/from the aerial work zone as under (c) above, shall be from/to the north, remaining directly over Thurlow Street, Vancouver, B.C.
- When approaching/departing the aerial work zone as under (c) above and in accordance with (n) above, that section of Thurlow Street and Pender Street, Vancouver, B.C., affected by the helicopter over flight, shall be closed to, free of and access denied to all vehicular and pedestrian traffic.
- Prior to exercising the privileges of this Authorization, the landing and take-off area shall be marked such that tail and main rotor obstacle clearance is assured at all times, irrespective of the landing, parking or take-off direction.
- Prior to exercising the privileges of this Authorization, an emergency evacuation plan from the aerial work zone as under (c) above, shall be in place and shall have been discussed/practiced with/by all involved.
- All personnel involved shall be briefed on the operation, safety precautions and emergency procedures before flight operations commence.
- Persons carried on board the helicopter shall be limited to essential crew only.
- Radio communications shall be established and maintained between the helicopter and Ground Safety Coordinator.
- The local police authorities and municipalities concerned shall be informed of and acknowledge the operation.
- A copy of this authority shall be carried on board the aircraft while operating in Canada.
- The Company shall comply with the Commercial Air Service Standards as required under CAR 702.22(1)(b) and 702.22(2)(b).
VALIDITY
The authorization is in effect until the earliest of the following:
- 18:00 hours PDST on Sunday, October 22, 2006;
- the date on which any of the conditions set out in this authorization is breached; or
- the date on which this authorization is cancelled, in writing, by the Minister, where he is of the opinion that it is no longer in the public interest, or that it is likely to affect aviation safety.
This authorization supersedes the authorization dated 6th October 2006.
